Every well permit filed with the West Virginia DEP Office of Oil and Gas, by county and operator, newest first. For mineral buyers and landmen who mail on new permits: the Permit Owner File matches each new filing to the listed mineral owners under it and delivers a weekly CSV with mailing addresses. The Texas Midland Basin package is live; West Virginia packages are named counties, built on request.

How the owner file is built
- Permits. The West Virginia DEP Office of Oil and Gas permit record, every filing, with the legal description the operator filed.
- Owners. The public assessment record of who is taxed on mineral interests at that legal description, with a mailing address, where the county or state publishes one.
- The join. Permit legal description against assessment legal description, with the match basis printed on every group.
- What it is not. Not title. Where no public mineral assessment roll exists, we say so and deliver the permits as a title-first list instead.
